Colombians and Ecuadorians participate in the Evacuation Call of the First Bi-national Earthquake and Tsunami Drill

For 24 continuous hours, the National Disaster Risk Management System (SNGRD) conducted this drill in 10 municipalities in three departments, exceeding the evacuation goal by 53.94%.

Bogota D.C. February 7, 2014 – Measuring the responsiveness of operational and technical entities of the SNGRD, promoting personal evacuation warning in the community and testing national and international inter-agency coordination were the key points evaluated in this bi-national exercise.

The goal as a country was to evacuate 15,000 people in these 10 municipalities and was surpassed with the final overall evacuation of 23,091 Colombians to 35 meeting points distributed in the three departments.

In total, 22 scenarios were developed in the framework of this exercise, which included response and recovery actions in different areas of intervention such as search and rescue (collapsed structures, air and maritime), basic water and sanitation, health and psychosocial support, international cooperation, food aid, EDAN, direct support to local authorities, temporary housing, public services, accessibility and transportation and repair and reconstruction.

In addition, the strategic Specific Action Plan was developed at the national level in coordination with the National Crisis Room for response and recovery actions following the simulated declaration of national disaster, in order to proceed as provided in Article 56 of Law 1,523 of 2012.

In Ecuador, according to the official report of the Secretary of Risk Management, participants from the territory included the provinces of Esmeraldas (cantons of Musine, Atacames, Esmeraldas, Rio Verde, Eloy Alfaro and San Lorenza), Imbabura (cantons of Ibarra, Cotacachi, San Miguel de Urcuqui and Antonio Ante) and Carchi (cantons of Johannesburg, Espejo, Mira and Bolívar).
The evacuation goal in Ecuador was 25 thousand people, which was exceeded with a total evacuation of 59,189 Ecuadorians in these provinces.

Risk Management has no borders
Incorporating this premise from the outset of the planning of the exercise with Ecuador, the 10-month project coordinated the risk management systems of the two sister republics. The development of the drill reflected scenarios of mutual aid in intervention areas such as basic water and sanitation and health.

National, departmental and municipal entities coordinated operations of this preparatory response exercise. The participating entities were:

In addition, the exercise included the participation 36 national and international observers of entities such as the United Nations Office for Disaster Risk Reduction (UNISDR), the U.S. Embassy and the Consulates of Australia, Brazil and Mexico, among others.
