German Watch and IPCC place Guatemala as one of the world's most vulnerable countries due to its geographical location and the effects of climate change. A situation involving an intervention by the city government as a whole to aim at a comprehensive reduction of risk through their development processes, which involves the creation and strengthening of short-, medium- and long-term policies and strategies. For the administration of Otto Pérez Leal, participation in the Making Cities Resilient campaign is an opportunity to involve all municipal employees – understood as the public, private and civil society sector – in a joint, coordinated planned effort for disaster risk reduction.

Part of the changes being developed internally in the municipality is the creation of programmes to prevent and reduce vulnerabilities in the communities of the municipality.
