UN TO LEAD CONSULTATIONS ON NEW FRAMEWORK FOR DISASTER RISK REDUCTION IN SOUTH AMERICA

PANAMA CITY, Panama, March 19, 2014 - Following the consultation process towards a post-2015 framework for disaster risk reduction (DRR), the United Nations Office for Disaster Risk Reduction (UNISDR), through its Regional Office for the Americas, will support national consultations in Peru and Paraguay, as well as the regional consultation of the Union of South American Nations (UNASUR) to be held in the next two months.

Designated by the UN General Assembly to facilitate the process of developing an international instrument for DRR to replace the Hyogo Framework for Action (HFA 2005-2015), UNISDR has been working since 2012, together with relevant national and international stakeholders, to gather all the issues that were not included in the HFA and integrate them into the new post-2015 framework.
The national consultation will be held in Peru, March 19-20, during a session that will review both the progress in implementation of the HFA over the past two years, as well as the vision for a post-2015 framework for DRR.


In Paraguay, a workshop will be held during the visit scheduled on April 3-4 with the aim of strengthening the role and commitment of local governments to planning, programmes and actions that will reduce disasters risk, by joining the UNISDR-driven ‘Making Cities Resilient: My city is getting ready!’ global campaign since 2010.


Regarding the UNASUR consultation, to be held on April 9 in Chile, Margareta Wahlström, Special Representative of the UN Secretary-General for Disaster Risk Reduction, will chair the meeting where the contents and/or additions to the document prepared by Ms. Wahlström, ‘Proposed Elements for Consideration in the Post‐2015 Framework for Disaster Risk Reduction by the UN Special Representative of the Secretary‐General for Disaster Risk Reduction’ should be validated.


This consultation process will in turn feed ongoing regional and global DRR processes: the Regional Platform for Disaster Risk Reduction (Guayaquil, Ecuador, May 27-29, 2014); preparatory meetings (Geneva, Switzerland, July and November 2014); and the Third World Conference on Disaster Risk Reduction (Sendai, Japan, March 14 -18, 2015), where the new international framework for DRR will be approved and then adopted by the UN General Assembly at the end of that year.


It should be recalled that the first stage of these consultations consisted of 86 face-to-face consultations at national, regional and international levels between March 2012 and May 2013, where data was collected to make up the ‘Synthesis report on consultations on the post-2015 framework on disaster risk reduction (HFA2)’, which marked the beginning of the second stage of the process until June this year. At that moment, indicators, targets and means of verification of DRR elements that were not sufficiently covered by the MAH should be defined.
