Surpassing the storm: lessons of reduction of risk in Cuba

This report, aspires to present/display a general panorama of the Cuban model of reduction of risks in the referred thing to the mitigation, the preparation, the answer and the recovery in cases of disaster, and to explore the elements of that model that could be adapted in other countries. The report makes specific recommendations for Central America. Its final section is centered in diverse mechanisms of the Cuban model that could be adapted in Central America from the rich history of that region in experiences of social organization of base.
