Professional Profile

Abelina is a Social Psychologist graduated from the Central University of Venezuela-Caracas. Specialist in Disaster Risk Reduction and Sustainable Local Development of the DELNET Program, International Training Centre (ITC) of the ILO/UN. National Coordinator of the “Local Risk Management Networks”, promoted by the CESAP Social Group. Official in Venezuela of “Views from the Frontline” project, which measures progress concerning the implementation of the Hyogo Framework for Action worldwide. Full member of the “Psychologists Without Borders Venezuela -PSF-V” NGO providing counseling to individuals who have been affected by disasters, emergencies or armed conflicts. Member of the Latin American Network of Civil Society Organizations for Disaster Reduction and representative in Venezuela of the Global Network of Civil Society Organizations for Disaster Reduction. Trained in Local Management (Social Management School Foundation - Caracas), Social Policy and Management (INDES-BID-Washington) and Facilitator of Learning Processes in Popular Contexts and Organizations (National Experimental University Simon Rodriguez-Caracas).
   
 
 

I believe that the Making Cities Resilient Campaign is an excellent way to motivate local governments, and to start a process that leads them to consider all important and necessary aspects  to reduce disasters in their territories, acting on the underlying risk factors of disasters from a prospective vision. In Venezuela, where disaster reduction is still not an institutional priority (despite having a Integral Socio Natural and Technological Risk Management Law, enacted in 2009), it is necessary to disseminate this campaign to promote greater awareness on the subject and promote better governance at the local level to reduce the loss of lives, property and livelihoods when adverse events occur. The Campaign is an excellent tool to support municipalities to be more resilient and to assume a greater commitment to reduce the risk in their territories. In Venezuela, up until July 2013, only one municipality has been registered in the campaign, and we hope that more local actors will join, through the processes of information, training and support that I could provide as an advocate of the United Nations.
