Professional Profile

Mrs. Cisneros has a degree in architecture and urban planning from the National University of Engineering (UNI), Nicaragua. She has 8 years of working experience in the field of Disaster Risk Management and Climate Change Adaptation at national and international level. Mrs. Cisneros is Specialist in Participatory Geographic Information System (GIS-P) applied to Disaster Risk Management. She has participated as instructor in courses on Disaster Risk Reduction and Strategic Planning for Local Sustainable Development promoted by UN HABITAT and UNISDR in Latin-American countries. Mrs. Cisneros works as independent consultant and her activities include teaching in postgraduate courses on disaster risk management, climate change, territorial planning and sustainable development. Mrs. Cisneros develops and coordinates activities aim at building resilience through art, "art for a Cause".


   
 
 

“Disasters always leave us wondering, not about their cause or why they occur but about of the measures we could have taken, since we know that every human loss can be avoided in an event of a disaster. The implementation of concepts such as early warning, a culture of safety and resilience, local development as a strategy for Disaster Risk Reduction, can save lives. It is for this reason that, as an advocate, I have been presented with the task of publicizing the 10 essential points of the Making Cities Resilient Campaign and the Hyogo Framework for Action in my country, an initiative that visibly contributes to steering public policy to create a culture of prevention while strengthening community participation and the leadership of authorities in planning processes to reduce the vulnerability of their territories.

In Nicaragua, since 2000 with the approval of Law 337, which created SINAPRED (National System for Disaster Prevention, Mitigation and Attention), Disaster Risk Reduction and resilience building has been gaining strength and led to the development of a juridical-legal framework that brings together a plurality of policies, programs and plans focused on this issue, although these efforts are not so obvious at local scales.

As advocate, my goal is to present the campaign as a strategic tool for Disaster Risk Reduction, both to local authorities and the different actors involved in the sustainable development of a territory for building better prepared, safer and resilient communities.”

"Don’t be part of the problem, be part of the solution. Become Resilient! '' is the proposal from the Volunteer Network of Professionals for Resilience in Nicaragua, which use comics and visual language to present everyday situations to convey that disasters are not natural but a result of a collective failure as a community to cope with natural hazards.
