Results Based Management System

UNDRR’s Strategic Framework looks to the year 2025 to realise its vision of “a world in which nations and communities are resilient to the risks of disasters and climate change, enabling them to develop and prosper sustainably”. It sets UNDRR’s direction, outlining expected Outcomes and Results until 2015.

UNDRR has adopted results based approach for monitoring and reporting of its programme and projects. UNDRR regularly collects information against results, indicators and targets defined in the Strategic Framework, twice a year. The monitoring and reporting then provides basis for course correction and planning for future interventions.

As part of UNDRR’s commitment for continuous improvement of organizational performance, UNDRR successfully implemented recommendations issued from several reviews and evaluations. A special priority for UNDRR is to improve resource management and programme reporting, in particular through its results-based management system.

This 2014 annual report is a mid-term report on the UNDRR 2014-2015 Biennium Work Programme. 2014 was a year in which much time was spent defining the future of disaster risk management. Reports for each of the five UNDRR regional offices are included to highlight progress at regional and national level. The report features an organizational performance update and progress achieved on the specific work programmes. A table to track UNDRR’s progress against result indicators is available in Annex 1, while a list of publications, policy documents, reports and occasional papers issued in 2014 can be found in Annex 2.

This document is a combined "Management response" to all of the internal and external evaluations UNDRR underwent since 2009. The document is updated regularly and reflects implementation progress against the recommendations from all the evaluations. The Senior Leadership Group (SLG) implementation Plan is being closely monitored as part of the organizational corporate work plan. Till date, UNDRR has implemented 70% of the recommendation from different reviews and evaluations through SLG Implementation Plan.

The RBMS readiness review done before the adoption of Result Based Management System in UNDRR. The readiness review was done to advance the design, creation, and use of results-based M&E systems; too little emphasis is placed on existing political, organizational, and cultural factors and contexts. The documents review the existing UNDRR practices and presented recommendation for the effective implementation of RBMS in UNDRR.

This document presents the work plan for the implementation of UNDRR RBMS activities in 2015. It is based on the RBMS implementation review, done in December 2014.

This document reflects on progress made in the implementation of the Results Based Management System (RBMS), over the period of 3 years since its start in 2012. It reviews the progress against the work plan chalked out in the beginning for the implementation of Results Based Management System in UNDRR. The document provides the UNDRR’s Senior Management with the insight to take necessary actions for future implementation of RBMS in UNDRR.

This final report on UNDRR's progress in the 2012-2013 biennium focuses on the achievements of 2013, while also showing the cumulative impact of work begun in 2012.

The delivery of results is described in the order of the four Strategic Objectives of the UNDRR Strategic Framework 2012-2015: Lead and Coordinate, Credible Evidence, Advocacy and Outreach, and Deliver and Communicate Results. After a mid-biennium review, the Strategic Framework was adjusted in January 2013 to update and sharpen its results focus. The previous “Outcomes” have been translated into corresponding expected “Results”, while retaining all the original actions.
