The requirements to enter and temporarily remain in Colombia for American and South African citizens are the following:

Likewise, according to Resolution No. 5622 dated July 19, 2017 "Whereby Articles 1 and 3 of Resolution 439 dated February 1, 2016 are amended to establish visa exemption conditions for citizens of Nicaragua, and establishing rules to set fees for Entrance and Permanence Permits for South African and American citizens who come to Colombia to perform short term, non-paid activities, not requiring a visa to enter the national territory of Colombia. "PIP- 6:

For those intending to have an interview or participate in a job selection process.
For those participating in entrepreneurial or institutional trainings.
For individuals covering news or journalist activities."
With regards to vaccines required to visit Colombia, so far the Ministry of Health and Social Protection has not issued any communication which demands citizens from those countries to present any type of vaccine certificate.
Finally, due to amendments in Resolution No. 6771 of 2017, whereby Article 1 of Resolution No. 439 of 2016 is amended, citizens from South Africa must have a visa to enter Colombia. Therefore, the recommendation for foreigners from South Africa is to visit the closest Consulate of the Republic of Colombia in order to receive information on the process to be followed.
